Let's do some math. Let's say "impossible" is 0%.
0%+18%=18%
With a tali you still have an 18% chance of success so even if it was "impossible" to begin with which makes it impossible to be impossible. In addition, 18% chance away from impossible is a pretty good ways away from impossible. Look at it from a life or death perspective; I'd take 18% chance increase in survival rate from 0% chance any day.
But it's not impossible to begin with. You have a 5% chance of going +9.
5%+18%=23%
With a tali it is 23% which is almost 1 in 4 +8 weapons that will go +9.

Depends on your definition of "a lot".
In any case, you're not even obligated to farm argates at all. So, if you really don't want to argate, you don't have to. You can spend the majority of the time you would spent argating to merchant and make enough profit to just outright buy your gear from people.
